Quarantine enklav

Initially, this work prompted me to think about what quarantine is.
Wikipedia says this is a set of measures to isolate infected people from everyone else.
And if you imagine a situation that there will be more "infected" than "healthy"? What measures and restrictions will be taken by states in this case? And the main question is who is isolated from whom in this case? It turns out that these are already "healthy" will be isolated from the "infected". In fact, it is healthy people who will already be in quarantine.
With such thoughts, I came to this work. I think that in the event of an increase in the number of "infected", the "healthy" will be grouped into enclaves of some sort - clean zones and will be very aggressive towards the whole outside world, including for their fellow citizens (we can observe the trends now). A zombie apocalypse, only without zombies. But even at such a time, as in any other troubled times, there will be a place for love, creativity, protest and resistance.
